Main area of activities :
The CPAS (social services) is an important actor in the city of Charleroi. It manages the budget for social integration and social assistance grants as well as a number of establishments such as 10 care homes offering 862 beds and is responsible for social assistance to families and the elderly. With a staff of over 400, it co-ordinates within the framework of 'Passage 45' a plan of action to integrate social assistant beneficiaries into social/professional life. Amongst other activities, the CPAS has also initiated 3 projects on local development in three areas of the total city.

On-going projects:
At the heart of the three districts (Dampremy, La Docherie, Porte Ouest) where we are based, we organise two district restaurants, a one-stop shop (access center for citizens) named Proxi-Service as well as three 'citizens centers'. These are places which include all aspects of social life of the serviced districts.

The 'citizens centers' form a base for resources, for living together, for projects, for social/professional integration and are dedicated to the new information and communication technologies.

Thus these centers provide a link between the citizens and the local actors to achieve a maximum of social capital for all these zones and to engage in projects for the benefit of the affected local communities.

The Ministry of Labour and Social Affairs (MoLS) was established in 1990. It is responsible for social policy (e.g. people with disabilities, social services, social benefits, family policy), social security (e.g. pensions, sickness insurance), employment (e.g. labour market, employment support, employment of foreigners), labour legislation, occupational safety and health, equal opportunities of women and men, migration and integration of foreigners, European Social Fund and other social or labour related issues.

MoLSA provides methodological guidance for Labour Offices, Czech Social Security Administration, Czech Occupational Safety Office, Occupational Safety Inspectorates and for the Office for International Legal Protection of Children.

MoLSA runs 5 Social Care Homes for children and adults with physical or mental disabilities.

MoLSA supervises three Government-funded organizations: the Research Institute for Labour and Social Affairs, the Institute for Occupational Safety Education and the Research Institute for Occupational Safety.

The Ministry currently employs approximately 18,000 members of staff.

On-going projects:
MoLSA is currently implementing two projects (for another two projects it provides financial support):

1) "Laps & Raps" project - the overall aim of this proposal is to develop a framework and methodology for the creation of Local Action Plans (Laps) or Regional Action Plans (Raps) for Social Inclusion which will enable the more effective integration of area-based approaches with wider conurbation or regional and national-level strategies.

In order to achieve this overall aim this proposal has the following objectives:

  • To develop and undertake four transnational peer review and development workshops.
  • To develop an online good practice exchange and development forum, which would bring together access to resources, case studies connections with practitioners and policy officers for developing local, regional and National plans.
  • To assist local partners to develop/ improve local or regional plans for social inclusion. Read more>>

2) Project "Gender budgeting in practice"

The main goals of the project are to analyse a contemporary situation of gender budgeting at central, regional and local level in each partner's state and to support the implementation of gender budgeting as a standard tool in the budgetary process at regional and local level.

  • Comparative analyses surveying the gender equality issues in the legal order with a view to gender budgeting and its application in practice.

3) Project "STOP social exclusion"- Centre of Non-profit Organizations

Activities:

  • Provision of information, which is the condition for the following:
  • Participation of all relevant actors in all stages of development of the strategy, from policy definition to implementation, monitoring and evaluating.

The first part of this awareness-raising project will aim at explaining basic terms, policy aspects of European social inclusion strategy and all related policies, documents and instruments (for example European Social Fund, Social Exclusion Program, etc.). Information have already started to be provided on such elements of the respective strategy as Social Exclusion Program, first proposed chapters of NAPs/inclusion, JIM. Project partners will motivate other actors (NGOs, public administration) to take part in implementing the strategy, monitoring its progress and evaluate it.

4) Project " Europe includes everyone" - Centre of Political Analyses

The project focuses on inclusion concerns, specifically engaging stakeholders in local and nation-wide programmes targeted at social inclusion (i.e. implementation of the National Action Plan on Social Inclusion and developing awareness of the Lisbon Strategy Programme activities) and building general awareness among these groups, via use of standard PR/communications tools, on efforts the EU is endorsing (NAPSI, Reform strategy documents, etc.) to help improve the socio-economic situation or marginalised groups in the Czech Republic.

  • Direct inclusion of target audience in project discussions
  • Use of personal testimonies in producing product information materials
  • Incorporation of media partners into project activity proposals
  • Dissemination of information to decision-makers across the Czech Republic

Other areas of interest:
MoLSA is among others responsible for coordination of Social Inclusion Strategy in the Czech Republic. It coordinates the process of development of the Joint Inclusion Memorandum and the National Action Plan on Social Inclusion and it is also responsible for the implementation and the delivery of the Plan.

MoLSA also provides financial support for the community planning process. Community planning is focused ont the promotion of partnership, development of regional social policies and planning of social services at the regional or municipal level, NGOs and users of social services. It is based on mutual cooperation among responsible institutions (municipalities and regions), users and providers of social services. The objective is to develop a continuous planning process and to establish full cooperation within all levels.

Main areas of activities:
Crotone municipality is included in the European Communitary Initiative Programme "URBAN II" (2000-2006), aimed to supporting the less integrated areas of the European Union , in the Programme URBACT and in the Project UDIEX - UDIEX Alep, a widely extended thematic area with over 400 participants, coming from more than 23 cities of the European Union.

UDIEX - UDIEX Alep promotes and stimulates exchanges of "good practices" about diversity and urban exclusion , using a methodology based upon Research/Action and Action/Learning with the purpose of evaluating in a transnational and international dimension the inclusion and social intervention praxis in favour of the weakest social groups and people at the margins.

In 2006 one of the international and transnational workshops into which the Communitary Actio Programme UDIEX - UDIEX Alep is articulated will be held in the city of Crotone. The exchange of "ood practices" will have the following issue as a main subject : "Capacity of adaptation to the economic and social changes and use of the new technologies of information and communication as tools of emancipation and empowerment".

Crotone's municipality has contacts also with other European networks such as: ESN "European Social Network", ESP "European Public Social Platform", EC "Euro Cities - The Network of Major European Cities" bringing forward the following actions:

  • Studying the inclusion process in a specific way , relatively to the National Action Plans and their links at a local and regional level.
  • Exchanging "good practices" and knowledge in regards to the different approaches for the development of local and regional inclusion plans.
  • Understanding the way Action Plans can be better built up through citizens' and stakeholders' participation.
  • Considering the future contribute of the local Inclusion Plans and their complementarity.

One of the most interesting events organized after the European enlargement by these networks has been the Third Round Table about Poverty and Social Exclusion : "Social Inclusion in an enlarged Europe : New Challenges, New Opportunities", a conference organized in Rotterdam (17 - 20 November 2004) by the Ministry of Employment and Social Affairs of the Netherlands and the European Commission, the European Parliament and international organisations.

To sum up , Crotone' s main challenges are :

  • Employment (high rates of unemployment , long- term unemployment, submerged work)
  • Development of enterprises especially in the following sectors : tourism, artistic, cultural and historical resources
  • Social affairs and measures tackling poverty, social exclusion and dropping out of people at the margins,
  • Education and longlife learning,
  • European dimension to build up or strengthen in local policies.

Il progetto che si intende proporre all'attenzione è "Rigenerazione urbana un modello di integrazione tra la collina e il mare".
Target di riferimento: è la comunità di cittadini sita nel territorio comunale di Cutro

Obiettivi:

  • favorire una maggiore integrazione tra il capoluogo cittadino e la zona a mare;
  • puntare a un miglioramento complessivo dei servizi pubblici in termini di di efficienza e di qualità, in particolare: servizio idrico; servizio fognario depurazione; mobilità;
  • rendere fruibile sia per scopi di natura privata che di utilità sociale il patrimonio edile pubblico e privato, mediante azioni di recupero e ristrutturazione.

Other areas of interests:
Le autorità e le organizzazioni interessate a livello di competenza amministrativa comprendono la regione e sicuramente la provincia di Crotone. Attualmente si tratta di un'idea progettuale che si potrebbe pero ampliare fino a coinvolgerli alcuni comuni limitrofi a Cutro e, ciò sia per gli interventi previsti sulla zona costiera e, sia con riferimento al recupero di alcuni fabbricati dismessi nell'area industriale.

The Digital World Foundation( www.mondodigitale.org) came to life officially on July 31, 2006. In practice, the Foundation fully takes over, and continues building upon, the Digital Youth Consortium’s distinctive public mission and rich legacy of activities and relationships aimed at fostering digital literacy and innovation for the development of an inclusive knowledge society. Indeed, the creation of the Foundation is a clear recognition of both the achievements of the Consortium and the strategic importance of its unique mission for Rome and the Lazio Region.

The vision
The Foundation's vision is thus a "vision in the making" - not just a set of ideas and aspirations but a truly unfolding reality that has already touched the lives of many people. In its five years of existence, the Consortium demonstrated in a small-scale the importance of bringing ICTs to people potentially at risk of exclusion or discrimination in the emerging knowledge society. It also demonstrated the importance of blending into a single process the four dimensions of education, innovation, inclusion and fundamental cultural values. This blend is the distinctive characteristic of an inclusive knowledge society.

Strategic direction
The Digital World Foundation aspires to multiply many times over the contribution made by the Consortiums to the spread of digital literacy, innovation and inclusion. The Foundation will seek to expand and improve the scale, operation and impact of the action lines started by the consortium, of course, in a process of co-evolution with the Foundation’s organization, resources and capabilities. In the following, this section concentrates on five areas requiring innovative developments from the Foundation: (a) focused action units, (b) stakeholders involvement, (c) culture of learning, efficacy, accountability and legitimacy, (d) e-innovation environment and rooting in the territory, and (e) income-raising for enhanced action.

Stakeholders Involvement
The Foundation's raison d'être is to serve and facilitate people's participation in the knowledge society, identifying, developing and implementing the best ways for this to happen. Various relevant concepts have taken hold of the policy-making arenas of digital divide and e-inclusion in past years. For instance, private-public partnerships (PPPs) have been high on policy-makers’ agenda, as it was realised that the private sector could make significant contributions to social and community developments as part of policies of corporate social responsibility. Lately, the partnership concept has been expanded to include NGOs and other organizations having a stake in the solution of major social challenges such as e-inclusion, poverty, etc. This is reflected in the concept of multi-stakeholder partnership.

The Fondazione Mondo Digitale builds on the public-private and multi-stakeholder partnership approaches of the Consortium and proposes a further development in the light of the challenging goals of scaling-up and enhanced impact of the present small-scale action lines. Today, in the international arena, scaling up in its most advanced form is essentially understood as processes of replication” of good practices intermediated by some international agency that ask the originators of the experience to reflect and try to codify their approach, steps and mechanisms into a handbook or manual to be used by potential "replicators."

On-going projects:
The Digital Youth Consortium gave way to the Fondazione Mondo Digitale in July 2006, having laid a sound platform of projects, content and instruments in multiple lines of action. Importantly, as we shall see in the discussion of the value flows generated by the various DYC's projects specially regarding didactics, life-skills and ICT skills, have been integral to the raison d'être and results of the projects. Of course, the DYC has achieved these results in the measure of its limited resources and much scope exist to scale up the benefits across the city of Rome as well as across the province, region, the country and, indeed, internationally.

The City of Turin is the capital city of the Piedmont Region, a high-developed area in the North Western part of Italy. It counts over 0.9 million inhabitants settled on 130,17 Km 2, while the metropolitan area is wider and includes over 50 smaller municipalities with about 1.7 million inhabitants. Turin has an economically dynamic environment and the whole area is living quite a crucial period. In fact, the socio-economic pattern is deeply changing from being the main Italian automotive industrial district to become an innovative district based on high-level education, research, tourism and culture. From being well known as the main FIAT's premises (headquarters and many plants), Turin is working hard to reshape its identity. The City is promoting itself and its surroundings on the international tourism market, and it has hosted the Olympic Winter Games in February 2006.

Since 1996 the City is implementing many urban regeneration projects and programmes (17 at the moment) co-funded either at national, regional and local level or at the European one.

At the end of 1966 the construction of Bijlmermeer, 'City of the Future', started. A city in which living, working, traffic and recreation would each be giving its own place. The first residents of this south-eastern part of Amsterdam came in 1968. Almost 40 years later, it is clear that Amsterdam Southeast has developed entirely different from what was expected.

Amsterdam Southeast has a population of over 86.000 with more than 130 nationalities and cultures. The most dominant group are the Dutch, Surinamese, Ghanaians and Antilleans. Thanks to its multi-cultural character, Southeast is a distinctive and attractive district of the city of Amsterdam.

The Southeast population is relatively young. Almost one-third of the population is under 20 years and approximately 55% is under 35 years. Only 10% of the people in South east are older than 65.

Since the eighties, Southeast's economic importance for the city of Amsterdam has greatly increased. Amsterdam Southeast employs more than 47.000 people and is therefore, after the city centre, the most important location of employment in the capital. The number of jobs and job opportunities is still increasing.

A very important assignment in Amsterdam Southeast is the renewal of Bijlmermeer. The renewal of the Bijlmermeer is a communal operation of several parties, each striving to achieve their own goals. It is a joint project of the Southeast district council, the city of Amsterdam and the Rochdale Housing Corporation. The urban renewal of this large residential area is a project, unique in the Netherlands for its scale, cost and ambition. Since 1992 the entire high-rise area of Bijlmermeer has been scheduled for renewal. In this project, the urban development, social economic renewal and renewal of administration of public places go hand in hand. The renewal of the Bijlmermeer entails not only the renewal of 12,500 homes, shopping centres, facilities and construction of infrastructure but also social projects which directly affects about 30,000 residents. Our approach is physical renewal based on social strategy. In this strategy, the connection between physical and social economic renewal is absolutely crucial. We believe that a one sided physical approach would be doomed to fail. The new homes must be capable of keeping the upcoming middle class in the area. At the same time this must not lead to sharp social segregation within the area. This implies, in the first place, 30% of the new homes will be controlled-rent housing and parts of the high-rise projects will be for sale. In addition there will be a mixture of housing types and the surroundings.

In the second place, the social-economic renewal functions as co-commission party for the physical renewal. Accommodation for child care, educational support, business spaces, sports facilities, collective church buildings, neighbourhood safety centres, empowerment centre, etc. can thus be given a place.

Main areas of activities:

 

The FEMPCLM was founded in 1989 in Castilla La Mancha, and the main activities are:

  • Promotion and defence of the autonomy of the Municipalities and other local Organizations.
  • Representation of the generic interests of the local communities before the political and administrative instances of the Independent Community of Castilla la Mancha.
  • Promotion of studies on problems and questions of local character.
  • Dissemination of the knowledge of the local institutions, fomenting the citizen participation.

  • The members of the FEMPCLM were 900 municipalities and the 5 county councils of the region.

The structure is: President, General Secretary, Vice General Secretary and General Coordinator

Areas of Work: Social Affairs, environment, training and education, insurances, European programs, consumption.

There are also different commissions on: woman, education, environment, social affairs, cooperation, health, with the participation of different groups from the municipalities.

We have a special relation with the regional government of Castilla La Mancha, and we have differents agreements about themes like: woman, education, environment, social affairs, health, cooperation etc.
